To ensure the safe and secure operations of Netherlands’ new high-speed train (HSL), authorities and contractors conduct risk analysis and training. Common exercises are an important part to improve cooperation and operating procedures.

On June 22, 2005, VSL used The Good Example training model to support Dutch authorities and companies involved in the development of the new high-speed train connection.
We used CITE® Studio to document the three scenarios of the exercise. Telephone communications, photographs, critical events, documents and observer protocols were compiled and presented to the participants at the end of the exercise.

The next step in the project is to test the operating procedures during a number of realistic exercises with decision makers and system operators.
VSL cooperated with the team from E-Semble, who used their CrisisSim system to control the exercise.
