On December 14, 2005, the Vera Exercise was conducted by the power and heat production company Fortum in Stockholm, Sweden.
The exercise included three simulated critical incidents. The first incident was an environmental accident with the release of oil from one of the production facilities in the north of Stockholm. Simultaneously, in Stockholm Harbor, a ship towing its anchor destroyed the water intake for a heat pump plant, reducing its heat production capability. Finally, a fire started in the underground coal storage of the central power and heat production plant in Stockholm.

In addition to Fortum personnel, fire and rescue staff, emergency call operators, and inspectors from the environmental departments of Stockholm and Sigtuna participated in the exercise.
The goal of the exercise was to train Fortum personnel to safely manage critical incidents. In addition, emergency instruction and plans were tested in realistic settings. Initial answers from a questionnaire handed to the participants were very positive and showed that they found the scenario realistic and challenging.
