Safe Harbor Exercise

On April 12, 2006, the Safe Harbor exercise was conducted in the harbor of Rotterdam in the Netherlands. The exercise involved more than 800 persons acting in different roles in the response to an explosion at a chemical plant. Rescue forces, police forces and ambulance units from the whole region of Rotterdam – Rijnmond were directed to the incident scene by the dispatch center located in central Rotterdam.

During the Safe Harbor exercise the new national communication system C2000 was field tested in a realistic and full-scale emergency situation. The analysis will show how the new system managed the large communication load within and in-between the participating rescue organizations throughout the mission.

E-Semble’s CrisisSim system was chosen by the exercise command to support the planning and management of the exercise. VSL had a contract as expert observers and as partners with E-Semble to produce the After-Action Review material from the exercise. CITE was chosen as the debriefing system and will include photographs, digital maps, tactical communications, GPS-positions and expert observations from the exercise.
