Daniel exercise

On December 11–12, 2006, the Administrative Board of Gävleborg County, Sweden, conducted the Daniel exercise. The goal of the exercise was to improve cooperation, coordination, and management of a crises. Other participants in the exercise were Fortum, Ljusnan Water Regulation Company, local Fire–Rescue services, the SOS Alarm emergency call operator, and the regional coordination group for flooding incidents.

VSL supported scenario development, exercise management, and exercise evaluation. CITE® Observer was used to manage, present and document the observer reports from the exercise.

Day one

The scenario started on December 11 when a hydropower production company had severe problems in a plant in Ljusnan river. Emergency plans and procedures were activated. The County Administrative Board activated their crisis management staff and presented a general action plan.

Plans and routines were tested in a realistic scenario.

Day two

On December 12, the County Administrative Board trained to manage the incident in cooperation with the other actors. It also trained the handover of command between staff shifts. At the end of the exercise was a brief after-action review.
