The Shift-Control exercise was conducted in the Netherlands on June 7, 2007. Over 200 people from 10 Ministries (defence, education, economics, social affairs, internal affairs etc.) trained to manage multiple critical incidents.

The exercise management staff used CITE Observer to keep track of the evolving scenario and to receive reports from subject matter experts on 10 separate exercise locations.
