In September 2008, VSL provided training for the crisis management council and the crisis management staff in the City of Norrköping, Sweden. The training was organized as two table top exercises and was an activity within Norrköping's safety and security program.

The exercises combined lectures and group discussions on different crisis scenarios. The lessons learned from the exercises were documented in an exercise report.
