In October 2008, VSL organized an exercise for the Crisis Management Committee and the Crisis Management Staff in the City of Linköping, Sweden. The exercise was an activity within Linköpings's safety and security program.

The exercises combined lectures and group discussions on different crisis scenarios. In the afternoon, the crisis management council and the crisis management staff trained in their roles in a common crisis scenario.
