The project Improved learning from rescue operations and exercises will develop the capability to systematically take advantage of the lessons-learned from rescue operations and exercises. As a part of this project, VSL supported an emergency response exercise at Swedish Rescue Services Agency's training facility in Sandö. During one day, students tried out reflective observation as a method for improved learning.

Students from the course for rescue commanders acted as commanders, team leaders and staff members. Some students served as observers and were assigned the task of observing and reflecting on the performance of their course mates in their roles.

The observers used CITE Observer to document their observations thus creating a basis for evaluation and learning. VSL trained the course participants and provided support on methods and tools during the exercise.
