April 22, 2009, VSL supported a staff exercise at the Swedish Rescue Services Agency's training facility in Sandö. Participants in the incident command course trained as members of staff in various simulated rescue scenarios.

Structured reflective observation was used in the exercise. Half of the group served as members of staff in an exercise scenario, while the other half observed their work. Reflection and feedback was conducted in two steps.

The observers used CITE Observer to document their observations and support reflection. VSL personnel facilitated reflection and feedback after each scenario.

The staff exercise was an activity within the project Improved learning from rescue operations and exercises, commissioned by the Swedish Civil Contingencies Agency and supported by VSL.
