On May 27, 2009, the Linköping City Fire–Rescue Services conducted an alert exercise. The purpose of the exercise was to train alert procedures and incident command.

One goal was to find a training model, including documentation and feedback to the participants, which can serve as a bases for quarterly exercises.

The exercise shows that it is possible to give meaningful training in half a day and that structured reflective observation offers a good way of providing feedback to the participants. A short exercise can provide valuable lessons learned for tailoring the organization and the working procedures.

VSL organized observation and data collection using structured reflective observation supported by CITE Observer. VSL also chaired the feedback session with participants and exercise staff. The questionnaire filled out by the participants at the end of the exercise shows that they liked the training model and that it can make it possible for more personnel to take part in regular exercises.
