The road- and traffic authority in the Netherlands (Rijkswaterstaat) are responsible for the management of the road traffic on all major roads and traffic systems in the Netherlands. The traffic is controlled by three regional command centers. The training of the traffic management operators is conducted by the Traffic Research and Training Center at Rijkswaterstaat in Delft.

VSL and E-Semble have developed and delivered the new training system for the training of all traffic management operators in the Netherlands. The training includes the management of critical incidents and the cooperation with police, fire and rescue units. The training facility was opened for training on September 7, 2005.
